A message dated May 10, 2004, was read stating the Senate has passed                                
CSHB 419(RES) with the following amendment and it is transmitted

     SENATE CS FOR CS FOR HOUSE BILL NO. 419(FIN)                                                   
     "An Act relating to regional seafood development associations and
